After preparing a short list according to Rule 12, the Ministry shall disclose the following and invite proposals from the persons included in the list:-
(a) Ministry of purchase of documents related to the proposal and fees for the same,
(b) the manner, last date, time and place of submission of proposals,
(c) date, time and place of opening of tenders,
(d) Basis of Proposal Evaluation,
(e) Estimated date of decision on the proposal,
(f) Other necessary things.
